Fixing the International Calendar
 
1. Teams to play no more than 3 test series a year (alternating two home series one year; one the next). Series to be a minimum of 3 tests long. Teams not to repeat series until have cycled through all the other opponents. Touring teams required to play at least two fc matches before each test series against an associate.

2. Bi-lateral and tri-lateral ODIs to be scrapped and replaced by an ODI league, with promotion and relegation.

Thoughts?

No more than eleven tests per side/per year as well and a maximum of 50 over five years (compared to the 66 England will have played in the 5 years since this last tour in 2013).

Split test cricket into two tiers with 7 sides in each, ie the 2nd tier will be WI, Zim, Bang, Ire, Afg + 2. Promotion only if deserving, but tier 2 sides to get 1-2 tests v tier 1 each year, plus more regular limited over matches.

My idea on trying to fix international cricket in general:

Have a minimum salary for central contracts for all nations e.g. 10-12 players for $100000 each, with the ICC using some of their cash reserves if necessary to help the poorer ones.

All tours are played under the Strauss/women's cricket rule of points for winning in each different form of the game during a tour, with prize money for the overall winners. Teams can still play for the historic Test trophies while there is an incentive for players to try and play as much international cricket as possible.

Then have a league table to determine the best cricket team in the world based on performance in all forms, carried forward from the Strauss rule e.g. 3 points for an overall tour win, 1 for a draw and 0 for a defeat. Big prize money from the ICC for the nation who is top after a 4 or 5 year cycle.

Have a window for IPL.

1. Scrap all limited overs bilateral series, play small competitions 1-2 times a year outside of the World Cup years.

2. Tiers in Tests but six per tier not seven (too many games/long a rotation otherwise) and 6th vs 1st and 5th vs 4th to play off for promotion/not.

Series to be of 4 Tests, home and away to be played inside 6 week periods and rotation of the leagues to be across 42 months with the play-offs taking you up to 4 years and the beginning again.


The intention would be to bring in a 3rd tier, 4th etc, and the World Cup be more inclusive of sides outside of the elite. Sides who might not be in the same league but wish to play each other ie the scaremonger idea of no Ashes with the sides not in the same tier, can play each other during play-off period and if they wish to play it over 5 Tests they simply play 5 but only 4 would count (if played within the league)

Host nations should provide adequate strength opposition in warm up games or be docked points.

So the ICC are discussing means to scrap the toss, with two options on the table. One is to copy the approach in county cricket, and giving the away captain the choice of bowling first or taking a coin toss. The other option is to simply let the away captain decide in all cases.
